据管道&天然气杂志网5月16日报道，切尼尔能源公司（Cheniere Energy Inc.）宣布与韩国南方电力有限公司(KOSPO)签订了一项长期液化天然气买卖协议（SPA）。

根据该SPA，KOSPO已同意从2027年至2046年以目的港船上交货的方式从切尼尔能源购买约40万吨/年的液化天然气，从2024年开始每年交付少量液化天然气。

切尼尔总裁兼首席执行官Jack Fusco表示，“我们很高兴与韩国领先的发电公司KOSPO签订这项长期液化天然气合同，以支持KOSPO不断增长的天然气发电能力。该SPA预计将支持萨宾帕斯（Sabine Pass）液化扩建项目（SPL），随着该项目的发展，我们很高兴能够建立商业合作优势”。

根据协议，2027年之前根据SPA交付的液化天然气购买价格将基于市场价，之后购买价格将与亨利枢纽中心的价格挂钩，外加运费及其他费用。

2028年至2046年与SPA相关的交易量取决于萨宾帕斯（Sabine Pass）液化扩建项目首条生产线的最终投资决定。

目前SPL扩建项目正在开发中，包括多达三条天然气液化生产线，预计液化天然气总产能约为2000万吨/年。2023年2月，切尼尔能源的子公司根据美国《国家环境政策法》向联邦能源监管委员会启动了SPL扩建项目的备案前审查程序。

Cheniere Inks 19-Year LNG Supply Deal with Korea Southern Power

Cheniere Energy Inc. has announced that it has entered into a long-term LNG sale and purchase agreement with Korea Southern Power Co. Ltd (KOSPO).

Under the SPA, KOSPO has agreed to purchase approximately 0.4 million tonnes per annum (MTPA) of LNG from Cheniere Marketing on a delivered ex-ship basis from 2027 through 2046, with a smaller annual quantity to be delivered starting in 2024.

“We are pleased to enter into this long-term LNG contract with KOSPO, the leading power generation company in Korea, in support of KOSPO’s growing natural-gas fired power generation capacity,” Jack Fusco, Cheniere’s president and CEO, said. “This SPA is expected to support the SPL Expansion Project, and we are excited to build commercial momentum as the project’s development progresses.”

The purchase price for LNG to be delivered under the SPA prior to 2027 will be a market-based price, after which the purchase price will be indexed to the Henry Hub price, plus a fee.

The volumes associated with the SPA from 2028 through 2046 are subject to a positive final investment decision with respect to the first train of the Sabine Pass Liquefaction Expansion Project (SPL Expansion Project).

The SPL Expansion Project is being developed to include up to three natural gas liquefaction trains with an expected total production capacity of approximately 20 MTPA of LNG. In February 2023, certain subsidiaries of Cheniere Energy Partners LP initiated the pre-filing review process with respect to the SPL Expansion Project with the Federal Energy Regulatory Commission under the National Environmental Policy Act.
